Activist Filmmaker Targets Census Bureau, Cites Payroll Fraud

Conservative filmmaker James O’Keefe, who sent ACORN into tailspin last year with an undercover expose but then ran into criminal trouble of his own, has released a new video targeting the Census Bureau.

O’Keefe went undercover as a census worker for two days in which he said he was paid for an extra four hours he didn’t work. During the two days before he quit, he says he found supervisors encouraging temporary employees to fill out timesheets for hours they didn’t work.

His latest video, released this week at BigGovernment.com, comes as 600,000 temporary census workers fan out in neighborhoods around the country to conduct interviews until mid-July for the decennial national head count, which is the basis for distributing House seats and more than $400 billion in federal aid.

In O’Keefe’s new video, he notes that census employees are subject to fines or imprisonment for falsifying the forms. He calculates that if 600,000 Census employees are paid $18.25 per hour and each of them gets paid an extra four hours, it adds up to $43.8 million in waste. He also argues that if 20 percent of their time is wasted on the job, that’s more than $1 trillion in waste.

The Census Bureau responded by saying its policies and training clearly “require all employees to honestly submit accurate time records.”

“In his video, Mr. O’Keefe, an admitted criminal, does not disclose that he previously worked for the Census Bureau for nearly two months in 2009 without incident, allegation or complaint. That employment with us was well before his indictment and prior to his conviction of a federal crime last week,” the bureau said in a written statement.

“The Census Bureau obviously does not condone any falsifying of or tampering with timesheets by its employees,” it added. “We are investigating the allegations in Mr. O’Keefe’s selectively edited video and will take appropriate administrative action with staff as warranted.”

In the undercover video, O’Keefe gets hired as a head counter for the 2010 census and films his training by supervisors in New Jersey.

The 10-minute video shows a census supervisor telling employees to fill out their timesheets each day for eight hours worked – a claim O’Keefe disputes because they were given at least an hour for lunch instead of the 30 minutes marked on the timesheet. And they were told they would get finished well before 4:30 when their shift was supposed to end.

When O’Keefe confronts his supervisor, Vince Fitzpatrick, about the discrepancies on the form, Fitzpatrick tells him it won’t be a problem.

O’Keefe then takes his concerns to the regional payroll supervisor, Mary Signorile, who tells him, “Don’t be concerned.”

“I don’t think anybody’s going to be questioning it except for you,” she said. “So I would just let it go.”

But O’Keefe doesn’t let it go. Instead, he goes to the top regional supervisor, Edmund Fleckenstein and hands him a letter he wrote requesting to return the money he didn’t earn.

“James, quite frankly, we’re not often confronted with people that want to insist on giving money back,” he said. “So we’ll take your letter and we’ll forward it to the regional people. Let’s see where they take it and what sort of adjustments they make.”

But O’Keefe says the bureau has yet to make the adjustments and that the people’s tax dollars remains in his checking account.

Are these isolated events?  I think you should take a wild guess at that.

THIS is the kind of waste I’m opposed to.  Dishonest waste.  Waste, fraud, abuse, & corruption.  We’re all at least AWARE that the wars overseas and the healthcare bill are both expensive, whether we agree on them or not.  This kind of waste, into the billions of dollars, that we are NOT AWARE of, is out of control (not to mention it’s stealing & illegal). 

James O’Keefe has started a movement.  They say that it’s an “investigative journalism” movement.

I think we should call it “involuntary transparency.”

    James O’Keefe is truly a modern day “David”, taking on large & powerful (but corrupt) “Goliaths” in the form of huge bureaucratic organizations, and he exposes their deceit and helps to take them down! 8)

    Sadly, Katie, this goes on in ALL branches of the government. You’re too young to remember the $700 screwdriver that the government bought back in the 80’s (?). Not sure of the decade. And of the $2000 toilet seats. All before you were born. This kind of “hidden waste of our money” has been going on for centuries, and I’d give a Nobel Prize in Financial Wizardry to anyone who could stop it. But I’m not holding my breath. And it’s not only on the National level. It’s on the State level, City level, County level, etc.

    Girlscout, have you no hope? Our country has dug itself the deepest financial hole possible. Unemployment is at 10%. Maybe in the years before I was born it was acceptable to waste money on pointless things or imaginary people.
    Ohio’s budget alone has almost tripled since I was born. And this sit-down-shut-up-and-take-it attitude is unacceptable. In order to recover, we don’t need free healthcare or a tanning tax. What we need: our government in check.

    O’Keefe has inspired a lot of people. One of those people is me. If we can’t stop the waste, we should still find ways to shine a light on it. At least people will know the truth then.

      A challenge to today’s generation? PROVE ME WRONG!!! I will GLADLY admit I was wrong.

        I’m not saying you are wrong. But O’Keefe IS shining a light on these agencies that use taxpayer money illegally. So, technically, he kind of IS already proving your “nothing-can-be-done” attitude wrong.

        & BTW I know that it’s every branch of goverment. Read my post again & I’m sure you’ll notice I don’t point out just one branch, or just one side of the aisle. I say ALL wasteful spending that we are unaware of.

    I’m honestly horrified that you would claim this guy “inspires” you. He’s a fucking liar. Those “tapes” of the ACORN offices were edited. And employees have admitted that they were “playing along” with them. I mean really, there was no doubt at all that guy is NOT a pimp. Anyone could tell it was a joke when he walked in. If some preppy dildo in a halloween costume came into where I work, I’d want to have some fun with him too!!

        No one else will report on it except resources like these, PB. Every Big Media station just happens to “leave out” that the tampering of Mary’s phones… never happened, nor was that James’ intention.
        Actually, the Dept. of Justice decided to edit out of a press release that James had no intent to tamper with her phones. However, the link I provided is a picture of the document, signed by the Assistant U.S. Attorney that represents the US government.

        He didn’t commit a felony. Which is why he was not charged with a felony. He committed a misdemeanor, which is why he was charged with, and convicted of, a misdemeanor. No. We assume that most of us are using legitimate sources for our information. Conservatives post “reprints” on here all the time of articles written by other people. Yet, we do not scream for “proof” on each one.

      Did he just call himself a “journalist”? OMG!! He’s no journalist, more like one of those guys who shoots the “Girls Gone Wild” videos. 😀

      Or he could always work for FOX. Facts don’t seem to matter there. And he’s good at editing videos to make them fit their perception of reality.
